I'm currently using an isp which seems to have its server clock in UTC.
then, between my local folders ans this ISP, their is always a "time decay" of 2 hours,
my computer is setup for Paris CEST.
what could i do in order not to upload files already uploaded and being up to date ?

You need to use the 'Automatically detect time offset' checkbox when performing your upload synchronization.
